I know on Windows 2k and on, there is no diff.  if the switch looses power, all the PC's drop their external interface (192.168.0.x).  They are removed from routing tables and everything.  I think the arguement is mobility.  eg changing from LAN to 802.11 with a notebook.
There is a registry entry to disable it in windows.

yep.  I'm thinking now it may not be a good option.
