Be aware, that may not work to mix versions.

Anyway, more is required. You need to add
   usart.c usart0avr.c usart1avr.c
to the Makefile. Make sure to setup your PATH for
ICCAVR on a command line. Then rebuild libdev.a with
   make clean
   make
and copy the new libdev.a to the ICC lib dir.

But, as I said, it may still fail.
