Hello,
if you want to see a short tutorial how to setup a low cost ARM toolchain
for windows (without the need of install cygwin) take a look here:

This tutorial will describe how to setup GNUARM and OpenOCD,
and how to use Insight for debugging in RAM.
(Example for STR7 and LPC2294)
OpenOCD is based on revision 55 from the SVN tree, with a modification
to support giveio.
An OpenOCD version for the ftd2xx and parport device is also available.
