No it is not mandatory.

This mode is an option because it is not required for Ethernut 1.3 boards!

The Ethernut 1.3 hardware design features an inverter gate on the NIC 
interrupt line and operates in level triggered mode.

However there are other hardware designs out there (like our XNUT-100 
and XNUT-105 modules) which spare the inverter gate and run in edge 
triggered mode. The edge triggered mode is not available on the older 
Atmega103 MCU.
