Apparently it's a simple way to configure and manage Nut/OS devices on 
your LAN; the nutdisc utility running on a PC can detect devices with 
discovery enabled and lets you change their MAC, IP, gateway, etc addresses.

If you don't know what it is, you most likely do not need it; just 
remove the NutRegisterDiscovery line and it won't be activated.
