In your case the path must be set too:

c:\ethernut-4.6.0\nut\tools\win32;c:\yagarto\bin;

Do NOT set it to arm-elf\bin. You must decide if you want to use YAGARTO:

c:\ethernut-4.6.0\nut\tools\win32;c:\yagarto\bin;

of if you want to use WinARM:

c:\ethernut-4.6.0\nut\tools\win32;c:\WinARM\bin;
