VMware does it at packet level

Dosemu does it at packet level usint tuntap, it is packet driver 
emupator anyway

Qemu does it at packet level using tuntap, both in Win and Linux.

Both with Dosemu it is nescessary to setup a bridge. They can even use 
the same tap (not at the same time)
