[En-Nut-Discussion] Deprecated includes in dev?

Hi,

   I've noticed that there is an include/dev/irqreg_arm.h and
include/dev/arm/irqreg.h. The later is included by
include/dev/irqreg.h, so, I assume that's is current while the first
is deprecated.

   Could we remove it already? Or at least make it include
include/dev/arm/irqreg.h and remove all other content from that file?
