We could use the Changelog but perhaps change it's format, to something like:

HEAD

   * Change 1
   * Change 2

4.8:

  * Change 1
  * Change 2

In other words, drop the changed files and the names as they are in
the repository logs. Then this would became our release notes when we
release.

I don't see many projects using a NEWS file, those who even have one
usually just use it to point to somewhere else.
