You need to _explicit_ add the licenses:

LICENSE_ST_GUIDANCE_ONLY = ""
LICENSE_MCD_ST_LIBERTY = ""
LICENSE_LUMINARY_ANTI_VIRAL = ""

or probably in your case only the

LICENSE_LUMINARY_ANTI_VIRAL = ""
