Did you _active_ accept the needed licenses? For STM32 you need to accept
the MCD_STLIBERTY and ST_GUIDANCE_ONLY licenses. This results in the lines
LICENSE_MCD_ST_LIBERTY = ""
LICENSE_ST_GUIDANCE_ONLY = ""
added to the conf file.
