Nevertheless, a bad power supply is failure #1. May be you
can try another one, preferably 12V. Theoretically 7.6V
should be the lower limit. The rectifier drop is 1.4V and
the LM1086 regulator needs 1.2V. Btw. the upper limit is
16V, at which the protection diode starts short cutting the
supply.

Turning on the LAN91C111 stresses the power supply, so this
is a typical result.

This may be a result of switching on the LAN controller in
the previous test (and the resulting voltage drop).

Sometimes the automatic start sequence succeeds to initialize
the LAN Controller.

Always possible. I'd suggest to try a different power supply
first and, if this doesn't help, give me a call (you're located
in Germany, right) or send a short email to info at egnite dot de.
