As an alternate solution it I've seen in real life (some VOIP adapters 
are using it in the wild) device could ask tftp server using specially 
crafted path eg.

/MAC_ADDRESS/firmware

first, and later as a last resort ask for generic one

/firmware

It's a quite simple solution
