[En-Nut-Discussion] Req: Make EmacReset polarity configurable

Sorry for this last minute request:

At explained in an earlier mail, the Olimex SAM7-EX256 Ethernet Phys needs
the opositte reset polarity than the Atmel EK. This should be made
configurable withe something like PHY_PWRDN_POL
