I don't know if building a ./configure works on Windows, but I remember once
running ./configure (out of habit)
on a Windows Vista machine and being surprised that it actually ran
correctly.  I still don't think that it found
all the things that it needed to build whatever project it was.  It was a
while back and I don't remember the
particulars.
