Sounds reasonable for me.

Ok, problem is, that some of the internal NutOS code might also need to
use these functions. Base64 decoding for example. So I would vote to add
this code to the normal directory structure.

If we just start to implement such a library It's a good idea to also
maintain it further. Otherwise we'll end up with lots of dead code.
