I think Ulrichs idea is not that wrong. On linux you can give the
toolchain prefix directly as a parameter to make

example:

make ARCH=arm CROSS_COMPILE=arm-whatever-eabi-

That solution would be very flexible.

We can still have the toolchain selectable by the Makefiles, but could
change the Makefiles to first check if the toolchain (CROSS_COMPILE)
parameter was given to make. Thus we would have both options available?
