[En-Nut-Discussion] Phy initialisation on at91 platform

As there we no complains but only consent, I removed the DM9161 PHY
reset from the at91_emac driver and enabled board init for our
eNet-sam7X platform as well as for the sam7x-ek board.

Anyone else using this phy should implement a board init file in
arch/arm/board

You can take the enet-sam7x.c as an example.
