After svn update or git svn rebase, you should be at r6415.

All those STM32 families made the old configuration code grow out of hand. I
reworked configuration for some time, and uploaded the changes last week. As
told before, F103 is not high on my list, and our
nut/conf/xxxstm32f10xxxx.conf files didn't test the "no HSE" case, so
this case even failed when compiling. With r6415 it compiled, and the
-DCLOCK_DEBUG switch showed sensible values with a test compilation.
