Not exactly, as the Ethernet Controller is at 0xCxxx.

Best use 0xD000-0xDFFF for high speed I/O and
0xE000-0xEFFF for low speed with optional wait
states.

Timer 0 and PORT E pin 5 are occupied too. Anything
else is available.
